In Situation of Starter Master vacant -
of Hong Kong having become vacant and understanding that application has been made for a Naval Officer to fill the Appointment, I have the honor to offer myself for that post, and in doing so I beg to say that I have been 30 years in the Navy and am now a Commander of 18 years standing and have had 8 years of my services in China and extensive knowledge of this locality having been employed surveying the Port under Sir E. Belcher when first taken possession of by the English.
